I used a common screwdriver to tighten the anchor bolts and the base formed a hairline crack in the material. Considering that this is supposed to be an anchoring base for lights which will be subjected to the elements (winds), the thickness of the material is too thin and not durable.

How do you attach this pier mount to the pier, if there is no mounting hardware. There are no holes to insert screws either.

There is one hole in the middle of the bottom you would use a lag bolt to fasten down to the pier. There are no screw holes to hold the fixture either. It's a snugg fit. You would just push fixture into the base and it will hold.
