Dangerous to change a light bulb - bulb shatters when try to remove

This product uses 2 fluorescent light bulbs that contain mercury. This type of bulb fits very securely into the socket of the fixture and can only be removed by using a screw driver to pry it out of the socket. I live in an apartment that has this fixture and there were no instructions that were left with the fixture after it was installed by the maintenance person. The two bulbs in the fixture face each other and there is about 1 inch of space between the 2 bulbs. I tried to remove the bulb and it did not come out of the socket by giving it a "normal tug". I tried more force and the bulb did come out; it broke and also broke the other bulb that was 1 inch away.

At that point both bulbs were broken, I was in a totally dark bathroom with no other lighting and there were broken bits of glass all over -- and the mercury gas that comes with the type of bulb that is used was "somewhere in the bathroom". At that point I had to go to the internet and look up "broken light bulb with mercury" to find out how to clean this up. What a nightmare.

I am a quality assurance person. It appears that the designer of this fixture did not consider how difficult it would be to remove a light bulb and the high probability of breaking one or both bulbs that contains mercury. Here are the instructions on what you are supposed to do when cleaning up a broken bulb:

My suggestion to the manufacturer is to include bulb changing instructions on the inside of the light fixture as it is not likely that the purchaser of the fixture will retain the instructions for the fixture. I had no instructions so I am not aware if there was an instruction on how to safely remove a bulb. And, I would not suggest using a screw driver to pry out the light bulb. Now I call the maintenance man to change my bulbs due to the dangers involved in changing a bulb. For some reason, the maintenance man thinks a screw driver is the answer.
